Background

Calvert County native. Great-grandfather Selby Scaggs purchased a 125-acre farm in Lower Marlboro in 1906; his family's land now borders the Smokey Road recreation area. Attended Sunderland Elementary and graduated from Northern High School. University of Maryland graduate, class of 2001. Owns and operates an excavating and construction business. Active in Calvert County conservative politics, including school board elections. Placed second in the Republican At-Large primary with 26.60% of the vote (3,282 votes).

Position on data centers

Maintains an active social media presence opposing data centers and spoke at BOCC public hearings arguing residents deserve a greater voice - his remarks at one hearing prompted a commissioner vote banning 90-day fast-track approvals.

His campaign announcement attributes opposition to the public rather than stating it as his own position: "Today the voice of the public is clear: We don't want data centers in Calvert."

His campaign website proposes using projected AWS tax revenue for senior tax relief "if the current BOCC approves the Amazon project, the projected $212 million in annual revenue has to be applied to tax relief before any new spending." An explicit contingency plan for project approval is difficult to reconcile with outright opposition to the project.
